Location: Hybrid, 1days/week onsite-London, UK
Duration: 3months Contract Inside IR35

Role Overview
We are seeking an experienced Training & Capability Build Manager to support a large-scale, multi-year AI and technology-enabled regulatory change programme for a global pharmaceutical client.
This role will work as part of a large, established programme team, collaborating closely with Programme Management, Change, Communications, Learning, and Technology workstreams. The focus will be on building capability, skills, and behaviours to support new processes, technologies, and ways of working, using an iterative, pilot-led approach to training.
The role is hands-on and strategic, covering training design, delivery, effectiveness measurement, and integration with change and communications activity.
Key Responsibilities
Mobilisation & Stakeholder Engagement
Establish scope, objectives, and ways of working with key stakeholders, including:
Capability Project Managers
Programme Change and Communications Leads
Change Managers and Learning Managers
Enable effective collaboration across training, change, and delivery workstreams
Training Frameworks, Tools & Approaches
Define and implement appropriate training tools, templates, and methodologies, including:
Training Needs Analysis (TNA)
Training plans and delivery approaches
Align training approaches with the pilot change and training strategy
Training Needs Analysis (TNA)
Conduct detailed Training Needs Analyses to identify skills and capability gaps across relevant user groups
Work closely with change managers and workstreams to understand pilot and future rollout requirements
Training Design, Delivery & Capability Build
Develop workstream-level training plans and materials, using inputs from:
Change Impact Assessments (CIAs)
Capability Project Managers
Technology vendors
Deliver training to pilot groups, with support from programme and vendor teams as required
Support Learning & Development teams in designing scalable training pathways
Enable and support leader-led change activity through targeted training and coaching
Training Effectiveness & Metrics
Define and track clear metrics to assess training effectiveness and adoption
Use insights to refine training content and approaches for pilot and wider rollout phases
Playbooks & Best Practice
Create or contribute to a Change, Communications, and Learning Playbook
Capture client and Moorhouse best practices and lessons learned from pilots
Help establish a strong foundation for future phases and rollouts (H1 2026 and beyond)
Required Skills & Experience
Strong experience in training, capability build, and learning design within large change or transformation programmes
Experience working on technology-enabled or regulatory change programmes
Proven ability to deliver training in an iterative, pilot-led environment
Experience working closely with Change, Comms, Learning, and Programme teams
Strong stakeholder engagement and facilitation skills
Ability to translate complex technology, AI, and process changes into clear learning outcomes
Experience measuring training effectiveness and adoption metrics
Desirable Experience
Exposure to AI-enabled or advanced technology programmes
Experience working in Pharma or other highly regulated industries
Knowledge of Scaled Agile environments
Experience supporting multi-year transformation programmes
