Location: Office 50 km North of Amsterdam – 5 days per week - 3 days On site – 2 days remote

Contract Type: Full-time – Multi-annual engagement

Project Context

Join a major nuclear project entering a critical phase of construction and commissioning. As part of the Owner’s Engineer team, the Technical Manager plays a pivotal role in ensuring seamless integration between the Design Authority, Construction, and Commissioning teams. This role is essential to maintaining the integrity of the design and ensuring that technical execution aligns with project requirements and regulatory expectations.

Key Responsibilities

As Technical Manager – Mechanical, your role will be execution-focused, with a strong emphasis on managing long-lead items related to reactor pool internals and mechanical systems. You will oversee supply and procurement activities in line with design and contract requirements, while ensuring quality assurance, schedule adherence, and budget control. Your objective is to deliver expected performance, quality, and timelines — with safety as the overarching priority.

  • Provide expertise on mechanical systems (pools, reflector vessel, etc.) and ensure design integrity.

  • Act as the technical link between Design Authority, Construction, and Commissioning teams.

  • Support planning and execution of work batches with the Project Manager.

  • Assess and manage technical changes, non-compliances, and field modifications.

  • Oversee site engineers and help resolve technical issues on-site.

  • Ensure technical activities comply with the Design IMS and project requirements.

  • Review deliverables and witness site activities to ensure quality and compliance.

  • Report deviations and support continuous coordination with stakeholders.

Profile Required

  • Degree in Mechanical Engineering or related discipline.

  • 10+ years of experience in complex infrastructure or nuclear projects.

  • Strong background in nuclear mechanical systems, construction, and commissioning interfaces. Past experienced on research Reactor Pool internals is a plus.

  • Proven ability to manage technical integrity and change control processes.

  • Familiarity with nuclear safety standards and regulatory frameworks.

  • Fluent in English; Dutch is a plus.

  • Excellent communication, coordination, and leadership skills.

  • Experience in an Owner’s Engineer or Design Authority environment is highly valued.

  • Security screening required; 3-month probation period applies.

Detailed responsibilities

Engineering Interface & Technical Leadership

  • Act as the technical bridge between Design Authority, Construction, and Commissioning teams.

  • Provide leadership and in-depth knowledge of the design to support project execution.

  • Ensure technical activities are aligned with the Design Integrated Management System (IMS).

  • Validate and ensure quality deliverables from the Site Engineering and ORD teams.

Design Integrity & Change Management

  • Evaluate and communicate design integrity issues to the Design Authority.

  • Support the assessment and resolution of non-compliances and field changes.

  • Accept (within mandate) field changes and non-compliances.

  • Ensure proper change control routes are followed for all deviations.

  • Ensure design reconciliation is performed and documented.

Project Planning & Resource Coordination

  • Collaborate with Batch Project Managers to define contract batches and plan execution.

  • Recommend technical resource needs to the Engineering Manager.

  • Support the Engineering Manager in maintaining the right mix of skills and expertise within the team.

Site Oversight & Stakeholder Interface

  • Oversee assigned ICHOS batch site engineers to resolve technical issues.

  • Monitor SPI site reports and escalate potential issues to the Design Authority.

  • Witness site activities and review technical content of deliverables to ensure compliance.

  • Interface with key stakeholders including construction, commissioning, quality, and the Design Authority.

Reporting & Governance

  • Report deviations from requirements, design intent, and IMS to the Engineering Manager.

  • Ensure traceability and documentation of technical decisions and changes.
