Vallum Associates are currently partnered with a client to staff a commissioning team for an Energy From Waste Plant in England.

About the Role

We are looking for an experienced Senior Authorised Person (SAP) to support the commissioning and energisation phase of a new Energy from Waste (EfW) facility.

In this contract role, you will be responsible for the safe control, isolation, and energisation of electrical systems, ensuring all commissioning and testing activities are carried out in line with the site’s Electrical Safety Rules and relevant legislation. You’ll work closely with the, commissioning, and operations teams to facilitate the safe transition from build to operational readiness.

Key Responsibilities

  • Act as Senior Authorised Person under the project’s Electrical Safety Rules, managing safe isolation, switching, and energisation of high- and low-voltage systems (up to 33kV).

  • Prepare, issue, and cancel Permits to Work, Limitation of Access, and Sanctions for Test in accordance with the commissioning plan.

  • Support and oversee commissioning activities including HV/LV system testing, protection relay testing, and system integration.

  • Coordinate with EPC contractors, commissioning engineers, and client representatives to ensure safe system energisation and de-energisation.

  • Develop and verify switching schedules and ensure all switching operations are executed safely.

  • Maintain accurate documentation of electrical isolations, test results, and energisation certificates.

  • Review and approve method statements, risk assessments, and test procedures related to electrical commissioning.

  • Support fault finding, troubleshooting, and defect resolution during system energisation.

  • Ensure all work complies with Electricity at Work Regulations, HSE guidance, and project safety rules.

  • Promote a strong safety culture within the commissioning and construction teams.

Essential Qualifications & Experience

  • Time-served electrical engineer with relevant qualifications (HNC/HND or equivalent).

  • Previous authorisation as a Senior Authorised Person (SAP) on 11kV and/or 33kV systems.

  • Demonstrable experience in commissioning, testing, and energising HV/LV systems within power generation, utilities, or heavy industrial environments.

  • In-depth understanding of safe isolation procedures, electrical safety rules, and LOTO practices.

  • Proven ability to read and interpret single-line diagrams, protection schemes, and commissioning drawings.

  • Experience interfacing between EPC contractors, OEMs, and client teams.

  • Strong understanding of commissioning workflows and phased energisation strategies.

Desirable

  • Previous experience on Energy from Waste, CCGT, CHP, or Biomass commissioning projects.

  • Knowledge of DCS/SCADA control systems and plant electrical integration.

  • Current HV Switching and Authorisation Training (up to 33kV).

  • IOSH or NEBOSH safety qualification.

  • Experience supervising and mentoring Authorised or Competent Persons during testing and commissioning.

Contract Details

Contract: December 2025 - April 2027

Schedule: 5 days a week 10 hours a day, During Hot commissioning 10 days on 4 days off.

Outside IR35 - All in Daily Rate
