Job Title:Senior Business Analyst – Data & Market Flexibility (Energy)

Location: Hybrid, 2days/week onsite-London, UK

Duration: 6months Contract Inside IR35

550GBP/Day

Role Overview

We are seeking a Senior Business Analyst with strong data architecture and data governance capability to support the standardisation of data and regulatory processes across system operators’ flexibility products.

This is not a traditional Business Analyst role. The successful candidate will combine deep data modelling expertise with regulatory process leadership within regulated energy markets (TSO/DSO, flexibility, ancillary services).

The role sits at the intersection of:

  • Market design

  • Data governance & ontology modelling

  • Regulatory rule change management

  • Multi-stakeholder facilitation

Key Responsibilities

1. Data Standardisation & Governance

  • Lead the definition of a standardised dataset across system operators’ flexibility products.

  • Establish common definitions for:

  • Registration

  • Qualification

  • Eligibility criteria

  • Asset classification

  • Identify inconsistencies and misalignments across existing operator processes.

  • Develop and maintain structured data dictionaries and canonical data models.

2. FMAR Data Ontology Design

  • Define entities, attributes, relationships, and dependencies within the FMAR framework.

  • Develop conceptual and logical data models (ER diagrams).

  • Map business and regulatory concepts into structured system/data representations.

  • Align ontology and data structures with operational and regulatory rules.

Experience in semantic modelling, ontology frameworks, or structured data design is highly desirable.

3. Stakeholder Engagement & Facilitation

  • Conduct interviews and workshops with:

  • System operators (TSO/DSO)

  • Regulatory teams

  • Market participants

  • Product owners

  • Facilitate multi-stakeholder governance discussions.

  • Translate workshop outputs into structured requirements and formal documentation.

4. Market Flexibility Rule Change Leadership

  • Lead the process of proposing and securing approval for changes under Market Flexibility Rules.

  • Prepare regulatory documentation and formal submissions.

  • Manage review cycles, stakeholder feedback, and governance approvals.

This requires hands-on experience in regulated rule change processes.

5. Process Analysis & Harmonisation

  • Analyse current registration and qualification processes across operators.

  • Identify inefficiencies, duplication, and alignment gaps.

  • Recommend harmonisation and process optimisation opportunities.

  • Develop process maps (BPMN preferred).

Required Experience

  • 7+ years’ experience as a Business Analyst in complex, regulated environments.

  • Strong background in data modelling and data governance.

  • Demonstrated experience in energy markets (TSO/DSO, flexibility, ancillary services, balancing markets).

  • Experience leading regulatory rule change or approval processes.

  • Proven ability to facilitate senior-level stakeholder workshops.

Technical & Methodological Skills

  • Data ontology design

  • Conceptual & logical data modelling (ER diagrams)

  • Canonical data models & data dictionaries

  • BPMN process mapping

  • Requirements traceability

  • Regulatory documentation & governance processes

Desirable

  • Experience working across multiple TSOs/DSOs

  • Knowledge of demand response or flexibility platforms

  • Familiarity with semantic modelling frameworks (RDF/OWL)

  • Experience in market design or energy market reform programmes
